Article One – Name, Purpose, Vision, and Mission

Name:
The name of the party is "Syrian National Front Party."

Purpose:
The Syrian National Front Party is a political and social institution specializing in social and political awareness. Its aim is to activate national reconciliation among various segments of the Syrian people and to ensure their rights in accordance with United Nations laws.
The party’s priorities include strengthening national unity, achieving security stability across all Syrian territories, preserving the country's sovereignty, and empowering national cadres to invest Syria’s wealth in reconstruction and development to achieve prosperity.

Vision:
We envision Syria’s future as an independent and sovereign state, deriving its authority from the will of the Syrian people. This authority serves the people on democratic principles, with governance based on a civil law that guarantees rights for all and is rooted in justice, equality, and peaceful coexistence among all components of society.

Mission:
The mission of the Syrian National Front Party is, first and foremost, to bring together free-thinking intellectuals and politicians to engage in a shared dialogue aimed at establishing a roundtable discussion on mechanisms to strengthen national reconciliation. The party also seeks to establish a united front as a shield against any authoritarian groups or movements based on nationalism, sectarianism, or extremism, or those pursuing personal or political agendas that do not serve the interests of the Syrian people or undermine the sovereignty of the Syrian state.

Article Two: Principles and Objectives of the Party

Immediate Transitional Goals:

  • Amend the Syrian constitution to preserve national unity.

  • Reform the police and judicial structures to ensure security.

  • Provide urgent care for children and families affected by the crisis.

  • Establish a clear mechanism for electing the government and the head of state.

Post-Transitional Goals:

  • Strengthening and promoting national reconciliation.

  • Conducting democratic elections and adopting a civil law that guarantees people's rights and the state's sovereignty.

  • Ensuring security, justice, and equality to enhance stability.

  • Establishing a judicial mechanism to enforce human rights laws and guarantee women’s freedom, including the right to run for any judicial, leadership, or presidential position.

  • Implementing transitional justice.

  • Investing Syria’s resources in development and reconstruction.

Article Three: Party Management Board and Its Tasks

The Party Management Board consists of five main groups:

Political and Social Group

Monitors and analyses political issues related to governance.

Ensures transparency in exposing political misconduct or corruption.

Identifies and evaluates qualified political figures for party participation.

Cultural Group

Develops content to raise social and cultural awareness.

Encourages dialogue to foster understanding among different religious, traditional, and cultural backgrounds.

Studies, Media, and Monitoring Group

Conducts research to support cultural activities.

Prepares advertisements, broadcasts, and lectures to engage the public with the party’s objectives.

Legal Group

Handles legal matters concerning party members' conduct.

Maintains legal relations between the party and official or international institutions.

Administrative and Financial Affairs Group

Manages internal communications and maintains party records.

Oversees financial operations, ensuring compliance with party policies.

Shadi Fousoul – Affairs and Activities Supervisor (Temporary Member)

Nidal Mohammad Ali – Political and Cultural Group

Christian Betar- Technical and IT Issues

Article Four: Party Budget and Financial Support

The party’s primary revenue comes from membership fees, which are set at $40 annually per member.
Exemptions apply to:

Adolescents (ages 15-18).

Low-income residents in Syria unable to pay.

Donations supporting the party’s mission are accepted, but contributions conflicting with its principles or serving private interests are rejected. All external donations require legal team approval.

Article Five: Membership and Election Mechanisms

Membership Rights:

Any Syrian citizen can apply for membership.

Non-Syrians may apply, subject to the Management Board's approval.

Membership Application:

Applications are submitted via the official party website.

Members must understand the party’s constitution before joining.

Membership Fees:

$30 per year, payable after approval.

Exemptions for low-income individuals and adolescents (14-18 years old).

Election Process:

Party Board Elections: Every three years.

Party Leader Election: Conducted by the Management Board members.

Candidacy Requirements:

Cultural competence for effective political and social dialogue.

Good conduct, with no criminal history related to corruption or violence.

Completion of a three-month trial period before final approval.

Article Six: Responsibilities of the Board Chairman and Secretary

Develop strategic plans for achieving party objectives.

Establish communication channels with national reconciliation leaders.

Supervise and coordinate party committees.

Prepare and approve financial reports and strategic decisions.

Article Seven: Membership Termination

Reasons for membership termination:

Death or incapacitation.

Voluntary resignation.

Ethical misconduct or actions against party principles.

Unanimous board decision to remove a member.

Completion of the elected term.

Article Eight: Re-election Period

Board members serve three-year terms with one consecutive renewal allowed.

Re-election requests must be submitted two weeks before term expiration.

The Management Board votes on requests within 30 days.

Article Nine: Meetings

Annual General Meeting: Held once per year.

Regular Meetings: At least every two months.

Quorum: Requires 50% + 1 of board members.

Confidentiality: Meeting records and member information are private and require written consent for disclosure.

Article Ten: Board Elections

Timing: Elections occur in the final quarter of the last year of the current board’s term.

Election Process: General members elect the board, and the board elects the party leader.

Article Eleven: Disciplinary Actions

If a board member violates party rules, actions may include:

Verbal warning

Written warning

Membership suspension

Removal from the board

Permanent expulsion

Immediate expulsion applies for severe violations, including:

Damage to the party’s reputation.

Sexual harassment or assault.

Discrimination or incitement based on race, nationality, gender, or identity.

Article Twelve: Legal Quorum

For decisions to be valid, at least 50% + 1 of board members must be present.

Article Thirteen: Resignation, Termination, and Absenteeism

Resignations must be submitted in writing.

Excessive absenteeism without justification can result in termination.

Membership can also be terminated by a three-fourths majority vote of remaining board members.

Article Fourteen: Financial Accounts and Resources

Funding sources include donations, grants, and non-profit investments aligned with party values.

Annual financial reports must be submitted within 45 days after the fiscal year ends.

Article Fifteen: Dissolution, Liquidation, and Merging

The party may be dissolved by a general assembly vote.

Any remaining assets will be allocated to a similar organization or humanitarian cause.

Mergers require board approval.

Article Sixteen: Amendments

The party constitution may be amended by a two-thirds majority vote of the board or general assembly.

Certification and Approval

This constitution was approved by a majority vote of the Management Board and adopted on 28th January 2025.
