• New Constitution: Rebuilding the political system requires drafting a new constitution that reflects the aspirations of all segments of the Syrian people and is based on principles of freedom, justice, and equality. Laws must also be updated to align with human rights and social justice principles, while ensuring judicial independence and strengthening its role in achieving justice.

Second: Justice and Accountability

• Historical Review: All those who committed crimes against the Syrian people, whether from the regime or opposition groups, must be held accountable through fair trials free from revenge, to build trust among all parties.

• International Courts: It may be necessary to involve international courts or neutral committees to investigate crimes committed during the conflict.

• Civil Society Engagement: To ensure transparency and justice, civil society must play an active role in monitoring trials and contributing to fairness.

Third: Implementing Transitional Justice

• Establishing Transitional Justice Mechanisms: This includes providing compensation to victims, including families of detainees and prisoners, as well as rehabilitating those affected, including displaced persons and refugees.

• Peaceful Transition: The transition process must be clear and agreed upon by all parties, ensuring respect for fundamental rights during this phase.

Fourth: Rebuilding Institutions

• Reforming and Developing Government Institutions such as the police, judiciary, and military to end repression and corruption.

• Improving Public Services including education, healthcare, and water supply, while rehabilitating infrastructure damaged by the conflict.

Fifth: Sustainable Economic Development

• Rebuilding the Economy by ensuring a stable investment environment, encouraging small and medium-sized enterprises, and supporting productive sectors such as agriculture and industry.

• Developing Affected Areas through humanitarian and development projects to support the most impacted communities.

Sixth: National Unity and Strengthening Syrian Identity

• Promoting Citizenship and National Belonging to Syria as a unified state while respecting cultural and religious diversity.

• Enhancing Social Reconciliation to build a tolerant society free from racism and sectarianism.

Seventh: Youth and Women’s Participation

• Engaging Youth in reconciliation and reconstruction efforts through political and social initiatives.

• Empowering Women politically, economically, and socially, given their direct impact by the war, and ensuring their active role in peacebuilding and reconciliation.

Eighth: Role of the International Community

• Providing Technical and Financial Support to ensure the success of national reconciliation.

• Monitoring the Implementation of Agreements to guarantee justice and stability.

Ninth: Engagement with Displaced Persons and Refugees

• Creating a Safe Environment that ensures the return of Syrian refugees to their homeland while securing their rights and protection during the reintegration process.
